Matt Farley

Director, Infrastructure & Technology | Asian Development Bank

Matt Farley works as the Director of Infrastructure & Technology for the Asian Development Bank (ADB), based in Manila, Philippines. Matt is a native of California, United States, and has lived and worked in Texas, France, Scotland, and the Philippines.

While earning a degree from California State University in Information Systems, Matt worked as a developer and in 2006 co-founded an internet startup that briefly competed with YouTube by offering a similar service but was the first to include a profit sharing model for content creators.

He later joined Chevron and took on various roles during his 12-year tenure which included multiple international relocations with a focus on Agile Scrum, Business Engagement, and Digital Transformation.

In 2018, Matt, along with his wife and three kids, decided to make a long-term commitment to life in Asia by joining ADB’s IT department where he could utilize his extensive skills in infrastructure and technology management to support ADB’s mission of fostering economic growth and reducing poverty in the region.

On the home front, Matt continues to tinker and has developed a custom home automation system called Jarvis Farley; which features an innovative implementation of blockchain and cryptocurrency to manage his kid’s chores and entertainment.
